Summary of the project:
ManTech (https://www.mantech.com) - a long-term contractor for the U.S. Government / U.S. military - is looking for a reliable local sub-contractor in Latvia to fulfill Recruitment / Staffing / HR management functions at a new site in Lielvārde (Latvia.)
The logistics/warehouse operations in Latvia are going to be done in Lielvārde at the Latvian military base premises. A whole project is scheduled for the period of 2023 - 2027.

Phases of the project:
1 phase. November 2023: Research by DarbaGuru experts & consultants + Report
- Labour market research according to the given job requirements (Excel file) for the open roles of Logistics Analysts, Supply Clerks, Mechanics, Mechanic Technicians, Admin Clerks (salaries/taxes/hour rates, requirements, labour availability, etc.);
- Labour legislation notes as regards to the work conditions (working time, safety, facilities, health checkup/OVP, probation periods, restrictions, etc.);
- Monthly budget to cover HR/Management/Accounting costs + amount of taxes;
- Information about possible additional costs within the hiring/employment phase (GDPR policy, Work safety instructions, Criminal record check up, Transfer options, etc.);
- Additional services if required: Translation Latvian/English, Safety Specialist, Labour Lawyer, Migration Services, Customs,...)
2 phase. December 2023 - January 2024: Recruitment of ~12 people
- Job ads' preparation and placement on DarbaGuru website;
- Sponsored job ad campaign in social networks (Facebook, Instagram, LinkedIn Jobs + other channels);
- Databases screening, Candidates' resume overview and Pre-selection (LinkedIn, DarbaGuru CV database, CV Market and CV Online databases, etc.);
- Online/Offline Interviewing of selected candidates + check the English language skills;
- Evaluation of skills and competences during the interviews + technical questions(if necessary);
- Recommendation checkup (contacts with previous managers);
- Criminal record checkup (additional cost);
- In case of physical work the candidate should be informed in advance;
- Upon the candidates'.interviewing & quality check, the employment contract is to be signed
3 phase. Starting from January 2024: Staffing / Employment / HR administration / People Management
- For the staffing services is planned to use DarbaGuru partner company
- Administration roles:
- HR manager (Documentation overflow, Employment Contracts, Work Schedules / Hour rates reporting, Onboarding/Offboarding, Business Trips, Holidays, Sick lists, Relocation, etc.)
- Accountant (Tax calculation / tax payments, Electronic documentation, etc.)
- Administration clerk (Office supplies & follow-up)
- Project manager at DarbaGuru (Weekly/monthly Reporting to ManTech)
- To be clarified who is responsible for:
- Technical instructions for the personnel + Safety rules,
- Office Equipment & Supplies,
- Mobile Network,
- Software Licencing,
- Uniform for employees,
- Entrance pass to the miltary zone
- Confidential agreements (?)

Note: Latvian VAT on the services provided to the U.S. company is not applicable, if the recipient of the service is a tax payer performing economic activity in the USA.

Payment terms:
1 phase. Research + Report
2,750 EUR -> money transfer to DarbaGuru till 30th of November 2023
2 phase. December 2023 - January 2024: Recruitment of ~12 people
16,400 EUR -> 50% pre-payment till 30th of December 2023, by the end of January 2024 the invoice will be issued for the remaining amount.
- 2,600 EUR / each filled position of Logistics Analyst / Supply Clerk (~10) -> in total 26,000 EUR
- 3,400 EUR / each filled position of Mechanic / Mechanic Technician (~2) -> in total 6,800 EUR
3 phase. Staffing / Employment / HR administration / People Management
